One of lites.asia’s most active members, Roberto Cristobel of the Philippines, has helpfully collated a list of all LED lighting standards (including those for lamps, caps and holders, control gears and luminaires) published or currently under development by the IEC. The list is designed to assist regulators and other stakeholders in the region to establish their LED Lighting implementation roadmaps based on internationally accepted standards and technical specifications with the view of maintaining availability of safe lighting products, while at the same time enhancing gains from existing lighting energy efficiency programs or initiatives.

Member update on the IEC revised CFL test methodology and the potential for a new IEC based CFL performance standard
The April IEC PRESCO meeting in Korea resolved the majority of outstanding issues on the revision of the test method for measurement of CFL performance (IEC 60969), in particular those defining a new measure of CFL lifetime. More recently a revised draft was considered during the panel meetings in Berlin with a Committee Draft for Vote (CDV) expected imminently. If the vote from national standards bodies is positive, it is likely that the revised CFL performance standard will be published mid 2014.
There is also some positive news for lites.asia members related to IEC development of a technical standard for performance of CFLs. Following much work by lites.asia members and other IEC delegates, including the presentation of the lites.asia resolution from the Delhi meeting, a new work proposal will be issued for voting by IEC P-members within the next few weeks.
When voting commences on the CDV for the test method for measurement of CFL performance, and the new work proposal for a technical standard specifying CFL performance levels, lites.asia will issue news alerts to all members with guidance on how to ensure members voices are heard in the process.
Highlights from the lites.asia stakeholder meeting in Jakarta
The seventh lites.asia workshop was held in Jakarta between 22-24 April 2013 (the programme, presentation and workshop report are available on the lites.asia website).
41 stakeholders from 13 countries were represented at the meeting and number of impressive presentations stimulated robust discussions across a broad range of issues. The major areas covered included:
- Recent CFL and LED standards developments at the IEC.
- Non-IEC standards, performance specifications and testing developments in LEDs.
- Standards, Labelling and Lighting in Indonesia.
- Daylighting.
- UNEP/GEF en.lighten programme Global Efficient Lighting Forum.
On the last day of the event, a special session was held specifically for Indonesian lighting stakeholders. Presenters from around the region shared information on their standards and labelling processes and, in particular, the success and failures of those programmes from the viewpoint of various stakeholder groups, hence allowing Indonesia stakeholders to learn from the experiences elsewhere.
The next meeting will be held in Manila, Philippines on 2-4 October 2013 and will feature a special session on street lighting and a summary paper on the current state of standards and labelling development, and the supporting technical capacity within the region. New material available in the lites.asia Communication Materials Library
The lites.asia Communications Materials Library is continually being updated. Recent additions include reports from the Australian Equipment Energy Efficiency Program, the USAID ECO-Asia program and UNEP’s en.lighten initiative.
Australian Equipment Energy Efficiency Program reports
The two reports published by the Australian Government provide a wealth of data on Australian residential lighting energy use that is of value to lites.asia members both for the data contained, and as practical examples of methodologies for studies of this type.
One report, 2010 Residential Lighting Report, is based on quantitative lighting data and provides the first sound basis for estimating the efficiency potential of residential lighting in Australia. Based on a detailed study of 150 homes, the report catalogues the types of lighting technology householders install in different rooms, as well as the power of the installed lamps. This data helps policy makers better understand not only the installed residential lighting stock, but also householder attitudes and user behaviour, to allow program improvements and better targeting of resources.
The second report, Australian Residential Lighting Survey – Pilot, is a household survey of residential lighting installations undertaken in Australia in 2010/2011. The household survey used a self-completion methodology and focused on how lights were used within the home and household preferences with regards to lighting and lamps.
USAID ECO-Asia reports
The documents from USAID’s ECO-Asia program now available in the lites.asia Communications Materials Library include archive documents on the quality of CFLs within the region and an extensive report which includes recommendations for the scaling up of LED lighting technologies within the region while avoiding the bad consumer experiences which slowed the early market growth of CFLs.
UNEP en.lighten initiative reports
Two reports from the UNEP en.lighten initiative are now available - Regional Report on Efficient Lighting in Southeast Asia, which summarises the publicly available information on efficient lighting activities worldwide, with an emphasis on 11 countries in Southeast Asia; and Lighting Energy Efficiency (Watts Out!), a presentation summarising the major Philippine lighting initiatives and exploring their link with UNEP’s en.lighten objectives.

en.lighten Global Efficient Lighting Forum
The UNEP en.lighten initiative is holding a Global Efficient Lighting Forum in Beijing, China on 11-12 November 2013. During the Forum, a global plan of action will be developed to enable countries to make a quantum leap to the most energy efficient and appropriate lighting systems. Opportunities, methodologies, tools, and concrete actions will be identified to support the achievement of such a transition.

At the end of the meeting, participants will develop a resolution that is expected to reflect an international consensus for the need to accelerate the phase-in of efficient lighting globally, across all sectors.
A Global Status Report on efficient lighting will include topics and recommendations from the Global Forum and will be published in late 2013. Outputs from the event will also contribute to the United Nations Secretary-General’s Sustainable Energy for All (SE4ALL) initiative, and to the global efforts to move to low carbon emission pathways for sustainable development and human well-being. |

Global LEAP Outstanding Off-grid Lighting Awards
Nominations are now open for Global LEAP Outstanding Off-Grid Product Awards. The Awards will recognise six categories of low voltage LED lighting appliances, i.e. products compatible with low voltage DC (e.g. 12V) home energy such as solar systems. Lighting products of this kind have a huge market potential and will help many of the one billion people world-wide who have no access to the electric grid.
The winning products will be recognized at an international ceremony, given use of an Awards logo, and will be featured in an off-grid products buyer’s guide used by governments, social enterprises and wholesale distributors.
Product manufacturers and distributors can nominate eligible products online before 11 October 2013.
